Q: What is Russ’s plan to ensure Chula Vista remains a safe place for families?
A: Public safety is the first priority of local government. Russ supports a “Back to Basics” approach: ensuring our police and fire departments have the staffing, training, and modern tools they need to respond quickly to emergencies. He believes in proactive community policing—where officers are visible in our neighborhoods—to prevent crime before it happens and keep our parks and streets safe for everyone.
Q: How will Russ address the rising concerns about retail theft and neighborhood safety?
A: Russ believes in accountability. He will advocate for policies that support law enforcement in deterring “smash-and-grab” style thefts and property crimes. By working closely with local business owners and neighborhood watch groups, Russ aims to send a clear message that Chula Vista is a city that upholds the law and protects its residents’ property.
Q: Traffic in District 2 is getting worse. How will Russ fix our “bottlenecks”?
A: Chula Vista residents shouldn’t have to spend their lives stuck in traffic. Russ will prioritize synchronized traffic signals and “Smart City” technology to improve the flow on major arterials. He also believes that when new developments are approved, the infrastructure—roads, turn lanes, and transit options—must be completed first, not as an afterthought, to prevent further gridlock.
Q: What is Russ’s stance on road maintenance and neighborhood street repairs?
A: Our streets are a reflection of our city’s health. Russ views road maintenance as a critical safety issue. Instead of waiting for potholes to become hazards, he advocates for a consistent, scheduled maintenance plan. Using “Common Sense” budgeting, he will ensure that gas tax revenues and infrastructure funds are actually spent on fixing our roads, rather than being diverted to non-essential projects.
Q: What does a “Common Sense” approach to the City Budget look like?
A: It means treating the city budget like a household budget. Russ believes the City of Chula Vista should live within its means. He is committed to a “Taxpayers First” policy—ending the trend of treating residents like a “City ATM” every time there is a budget shortfall. He will push for independent audits of city spending to cut waste and ensure every dollar is used efficiently.
Q: How will Russ stop the city from raising taxes and fees on hardworking residents?
A: Before asking for another dime from taxpayers, Russ believes the city must prove it is being a good steward of the money it already has. He will oppose unnecessary tax hikes and instead focus on growing our local economy to increase revenue naturally. His goal is to protect the “pocketbooks” of District 2 families by prioritizing “Needs” over “Wants” in the city’s annual spending plan.
Q: How can we make Chula Vista a destination that people actually want to visit?
A: Chula Vista is a hidden gem with incredible potential, from our beautiful Bayfront to our local historic districts. Russ will champion the completion of the Chula Vista Bayfront project to bring in high-quality tourism, jobs, and revenue. By cleaning up our corridors and supporting local “Mom and Pop” shops, we can make Chula Vista a premier Southern California destination for dining, shopping, and outdoor recreation.
Q: Why is tourism important for local residents who don’t work in that industry?
A: When visitors come to Chula Vista, they pay “transient occupancy taxes” (hotel taxes) and sales taxes. This “outside” money helps fund our police, fire, and parks without raising taxes on local residents. Russ wants to promote Chula Vista as a worthy location to visit so that we can strengthen our city’s financial health while showcasing the community he has called home his entire life.
